Government of India blocks 43 mobile apps from accessing by users in India including AliExpress


The ministry of electronic and information technology (MeitY) on 24/11/2020 blocked 43 mobile apps including the most popular Alibaba Workbench, AliExpress, Alipay Cashier, CamCard and WeDate, for engaging in activities prejudicial to India's sovereignty, integrity, defence, security and public order.

MEITY issues order for blocking apps under Section 69A of the Information Technology Act

Ministry of Electronics and Information Technology, Government of India today issued an order under section 69A of the Information Technology Act blocking access to 43 mobile apps. This action was taken based on the inputs regarding these apps for engaging in activities which are prejudicial to sovereignty and integrity of India, defence of India, security of state and public order. Ministry of Electronics and Information Technology has issued the order for blocking the access of these apps by users in India based on the comprehensive reports received from Indian Cyber Crime Coordination Center, Ministry of Home Affairs.

Earlier on 29th June, 2020 the Government of India had blocked access to 59 mobile apps and on 2nd September, 2020 118 more apps were banned under section 69A of the Information Technology Act. Government is committed to protect the interests of citizens and sovereignty and integrity of India on all fronts and it shall take all possible steps to ensure that.

Confederation with NFPE to organize nationwide strike On 26th November 2020

2020 NOVEMBER 26 - STRIKE FOR OUR SURVIVAL.

Working class of India will go on one day nationwide strike on 26 November 2020.
  1. Strike to be organised on 10 points Charter of demands of Confederation (attached herewith) and also the common demands of workers adopted in the National Convention of Workers.
  2. First and most important demand to be emphasized is “SCRAP NPS AND RESTORE OPS”.
  3. Each affiliated organisation should independently chalk out intensive campaign programmes to mobilise their entire membership to participate in the strike. Campaign tour programmes of leaders of each affiliate should be chalked out immediately. This is most important and urgent.
  4. Campaign tour programmes of National Secretariat Members of Confederation will be published shortly.
  5. Draft copy of the pamphlet to be distributed among all the Central Government employees will be published in the Confederation website shortly. C-O-Cs and Affiliates at state/district level to bring out pamphlets in respective vernacular, with additions/modifications if necessary.
  6. State C-O-Cs should publish Posters with Confederation Charter of demands.
  7. Strike notice along with Charter of demands will be served on 12th December, 2019.
  8. Confederation Central Headquarters will serve strike notice to Cabinet Secretary. All Affiliated organisations should serve strike notice to their respective Departmental heads. Copy of the strike notice should be submitted to all lower level authorities also at State/District/Divisional level with mass demonstrations and gate meetings.
  9. Affiliated organisations should send copy of the strike notice served by them to their Departmental heads, to all their lower units and also publish the same in their websites.
  10. State/District C-O-Cs should plan their own campaign programmes and mobilisation meetings.
  11. Confederation Central Headquarters has already written to the Secretary General of Confederation of Central Government Gazetted Officers Organisation (CCGGOO) requesting to participate in the 8th January 2020 strike.
  12. Message of the strike and strike demands should reach each and every Central Govt. employee including Gramin Dak Sevaks and Casual, Part-time contingent, daily-rated and Contract Workers.
  13. All Affiliates and C-C-Cs should ensure maximum participation of Central Govt. employees in all the campaign and mobilisation programmes of Joint Action Council of Central Trade Unions and Independent Federations also.
  14. As in the past, Government may issue circulars, threatening the employees who participate in the strike. Ignore all such circulars and join the strike with courage and determination. Don’t believe in rumours. 
  15. Mass dharna at all important centres and also at State/District/Divisional headquarters may be organised on 20th December 2019, with maximum participation of Central Govt. Employees.
  16. Give maximum publicity through local media, social media and websites. Send photos and reports by whatsapp or Email to Confederation Headquarters.
  17. Central Government Pensioners Associations may be requested to participate in all mobilisation programmes and also to organise solidarity programme on 8th January, 2020.

DA hike for CPSE employees frozen till June 2021


Government of India decided to freeze the hike in dearness allowance (DA) from October 1 in 2020 to June 30 in 2021, to employees of central public sector enterprises (CPSEs) who draw salaries as per the industrial dearness allowance (IDA) pay guidelines. This would apply to all executives and non-unionised supervisors of CPSEs drawing the specified IDA pay scales.

A memorandum from the department of public enterprises on Thursday said, "In the view of the crisis arising out of COVID-19, it has been decided that the additional installments of Dearness Allowance payable to employees of Central Public Sector Enterprises drawing pay as per 2017, 2007, 1997, 1992 and 1987 IDA pay revision guidelines, due from 01.10.2020 shall not be paid.

Government of India already says that the DA rates for those employees who were drawing central dearness allowance pay scales were already frozen. They also mentioned as additional installments of DA from the month of January to March will also not be paid. The freeze is applicable to the rate hike that is due at the start of the coming year as well.

Dearness allowance enhancement given to help the employees with the increasing prices and it is revised two times a year on January 1 and July 1.

SBI Invites Applications For 3 Years Apprenticeship; 8500 Vacancies


The State Bank of India (SBI) has invited applications to recruit 8,500 apprentices. Application forms are available online on the website of SBI and candidates can fill and submit it on or before December 10. 
Graduates between 20-28 years of age as on October 31, 2020 are eligible for the post. 
The duration of the apprenticeship is 3 years

Educational Qualification : Graduation from a recognised University/ Institute.

Stipend : The apprentices are eligible for stipend of Rs.15000/- per month during 1st year, Rs.16500/- per month during 2nd year and Rs.19000/- per month during 3rd year. The apprentices are not eligible for any other allowances/ benefits

Selection for engagement of apprentices would be based on the basis of (i) online written test and (ii) test of local language.

IMPORTANT CIRCULAR
To

Sub: Implementation of recommendation of 7th CPC – Para 11.12.140 – Grant of Grade of Rs. 5400 (PB2) i.e. Level 9 of Pay Matrix in case of Assistant Accounts Officer of Defence Accounts Department of Ministry of Defence.

Sanction of the Gol, Ministry of Finance, Department of Expenditure on the above subject conveyed vide its OM No. F.No. 25-2/2017-IC/E.III(ii) dated 06.11.2020 is hereby communicated. The OM has been issued in pursuance of the recommendations of 7th CPC as contained in para 11.12.140 of the Report and Government Resolution No. G.I, M.F. No. 1-2/2016-IC dated 25th July 2016.

2. In accordance with the ibid OM, the revised pay scale of the post of Assistant Accounts Officer in Defence Accounts Department would be in Level 8 of Pay Matrix and Level 9 on completion of 4 years in Grade Pay of Rs. 4800/- (PB-2)/Level 8. This is a Non-Functional Upgradation (NFU), which is subject to the following terms and conditions:-

(i) The grant of NFU will be admissible on completion of 4 years of regular service in the cadre from the date of joining as AAO. The aforesaid Non-Functional Upgradation (NFU) to AAQs is effective from 01.01 2016.

(ii) The NFU will be subject to vigilance clearance. While issuing orders, it may be ensured that none of circumstances for adoption of sealed cover procedure exists and the official is not undergoing any penalty under CCS (CCA) rules 1965.

(iii) The orders for grant of Non-Functional Upgradation to AAOs shall be issued by the Appointing Authority.

(iv) Benefit of Pay Fixation as per Rule 13 of CCS (Revised Pay) Rules 2016 shall be available at the time of grant of Non-Functional Upgradation to AAOs. Option for pay ‘fixation may be exercised within one month of issue of orders for grant of NFU.

(v) After the grant of NFU to AAOs in Pay Level-9 and their pay fixation under Rule 13 of CCS (RP) Rules 2016, there will be no further pay fixation on promotion to the post Accounts Officer in Pay Level-9.

vi) NEU will be reckoned for financial upgradation under Modified Assured Career Progression scheme (MACPS). Subsequent financial upgradation under MACPS, if any, is to be reckoned from the date of grant of NFU.


Higher income tax deduction on NPS for State govenment employees


As per the income tax tax rules, when an employer contributes towards the employee's NPS account, then only a certain percentage of salary will be qualified for deduction under Section 80 CCD (2).

The new proposal from Pension Fund Regulatory and Development Authority PFRDA to government is to make employer's contribution of 14% under National Pension Scheme tax free for all categories of subscribers. At the present condition, this limit is applicable to Central government employees only.If employer is contributing towards the employee's National Pension Scheme , a deduction up to a certain percentage of salary (basic + DA) irrespective of any limit qualifies for income tax deduction under Section 80 CCD(2). 

Pension Fund Regulatory and Development Authority also recommends government to extend the benefit of tier-II NPS account as tax free for all subscribers. At the present situation, Central government employee's contribution towards Tier-II account of NPS for availing income tax deduction with a max limit of up to Rs 1,50,000 per year will have a lock-in period of 3 years.

Year 2019-20 Budget , the government had proposed to separate the NPS Trust  from the pension regulator. PFRDA expects to begin this process for separating NPS Trust in the next financial year.

What is Tier I and Tier II National Pension Scheme?


Tier 1 and Tier 2 are NPS  rigid retirement plan. The bellow are difference and similarities 

Tier I -  National Pension Scheme
Eligibility : Any Indian citizen between 18 & 65 years of age
Lock-in :  Till the age of 60 years
Minimum number of contributions in year : 1
Minimum contribution for account opening : Rs 500
Minimum amount for subsequent contribution : Rs 500
Minimum number of annual contributions : 1
Tax benefits on contribution : Contribution to NPS Tier I qualify for tax deduction under Section 80C up to Rs 1,50,000. Tax deduction is available under Section 80CCD (1B) up to Rs 50,000 in addition to Section 80C benefits. The contributions of up to Rs. 2 lakhs made towards the NPS account are eligible for tax exemptions under section 80C of The Income Tax Act, 1961.
Taxation on withdrawal : At maturity, the entire corpus is tax-exempt

Tier II -  National Pension Scheme
Eligibility : Members of Tier I only 
Lock-in : No  
Minimum number of contributions in year :  Nil. You can choose not to make any contribution in a year
Minimum contribution for account opening :  Rs 1,000
Minimum amount for subsequent contribution :  Rs 250
Minimum number of annual contributions :  Not mandatory

Alternative Investment Funds (A): In this asset class, investments are being made in instruments like REITS, AIFs, etc.

Performance based promotion on Key Railway Posts


This will be one of the major initiative in the Railway that seniority will not be the eligibility for promotion to key posts at Divisional, Zonal and Board levels. Indian Railways will now focus on performance, for selection to key positions such as Divisional Railway Managers, General Managers and Board Members.

Selection procedure will be based on the best persons with proven track records on his or her job. Indian Railways will be making amendments to the selection procedure of promotion.

The Final approval is not done so far. This proposal need to be approved by a selection panel with the Group of Secretaries with some recommendations and will forward it to the Group of Ministers. The officials said that once the proposal is enforced, it will have far-reaching suggestion on the functioning of railways.

Diwali Bonus Announced For These Govt Employees


Maharashtra energy minister Nitin Raut on Saturday announced huge Diwali bonus  for the staff members of state-run power companies for Maharashtra government.The details are yet to disclose.

This will  benefit the employees of transmission company Mahatransco, distribution company MSEDCL, and power generation company Mahagenco.

2019 Mahatransco, MSEDCL and  Mahagenco were given bonus ranging from Rs 9,000-15,000.

Maharashtra government also announced Diwali bonus of Rs 2,000 to Anganwadi workers of Maharashtra.
